Abstract
The considerable biomass potential in Indonesia is one of the answers related to Indonesia's commitment to the Paris Agreement. Although it has long been planned in the RUEN, biomass power plants (PLTBm) face various challenges regarding regulation and sustainability of raw materials. The results of this study aim to answer these challenges by using normative legal methods with a legislative approach and comparative studies. The study results show that the involvement of parties from upstream to downstream is needed to answer these challenges, which is conceptualized in a scheme called the Growth Inclusive Loop System (GILS). To support this scheme, it is necessary to form an agency that is indeed moving to ensure sustainability and synergy between parties referred to as PT offtaker. In forming institutions and developing new renewable energy, support is needed in the form of concrete regulations and synergy between various parties.
