Abstract

This study examines the implementation of the Indonesian Regional Government Information System (SIPD RI) in financial management at the Regional Financial Agency (BKD) of Depok City as part of the digital transformation of government governance. SIPD RI, developed by the Ministry of Home Affairs, aims to digitally integrate regional financial processes including planning, budgeting, accounting, and reporting. The Depok City Government began its gradual implementation in 2021, with full operationalization targeted by 2025. The objectives of this study are to review the implementation of SIPD RI in regional financial management, identify the challenges encountered during implementation, and assess its impact on financial transparency and accountability. The findings indicate that SIPD RI enhances transparency and accountability through a well-documented system, role-based access, and real-time monitoring by the Audit Board of Indonesia (BPK). However, challenges remain, such as limited human resource understanding, technical issues during high system load, and underutilized digital features such as paperless processing and e-payment integration. BKD Depok addresses these issues through training, establishing an internal helpdesk, inter-agency coordination, and collaboration with the Kemendagri.
