Abstract
Tuberculosis (TB) remains a major public health concern in Indonesia. According to the Global TB Report 2024, Indonesia ranks second globally with an estimated 1,060,000 TB cases, contributing 10% of total global cases, and approximately 134,000 deaths annually. In response, the government issued Presidential Regulation No. 67 of 2021 and set TB elimination targets in the 2025–2029 National Medium-Term Development Plan (RPJMN). The Indonesian Tuberculosis Eradication Association (PPTI), the country’s first organization focused on TB, supports these efforts by empowering community health workers (kader) in education, case detection, and patient support. However, current training is still conducted face-to-face with limited reach. This study aims to develop a web-based TB kader training system to expand access to training materials online. The system was built using the Waterfall model and Laravel framework, featuring account management, login, training materials (modules and videos), online tests, and certificate generation. Functionality and performance were tested using black-box methods and Google Lighthouse. Performance results showed average scores of 1.4 seconds for First Contentful Paint (FCP), 2 seconds for Largest Contentful Paint (LCP), 1.4 seconds for Speed Index, 108 ms for Total Blocking Time (TBT), and 0.00008 for Cumulative Layout Shift (CLS), indicating stable and responsive performance. The website was successfully developed and meets the intended functional and performance requirements.
