Abstract

The franchise retail sector in Indonesia has shown substantial growth, intensifying competition in densely populated areas like Bekasi. This study presents the design and implementation of a spatial Decision Support System (DSS) that integrates MapLibre for dynamic mapping and the Multi Attribute Utility Theory (MAUT) algorithm for ranking potential franchise locations. The system aggregates spatial datasets—including population density, accessibility, income levels, competitor distribution, public facilities, and zoning regulations—within a Geographic Information System framework. Development followed the Rapid Application Development (RAD) methodology, with rigorous functional testing via Black Box Testing and end-user validation through Likert-scale User Acceptance Testing (UAT). Test results indicate that the system can provide relevant location recommendations and achieved a 98% user acceptance rate. In addition, the system successfully streamlines the strategic location identification process based on spatial analysis and user-defined preferences, supporting initial decision-making prior to field surveys. This research contributes a practical reference model for applying GIS and MAUT in retail franchise location analysis and offers a scalable approach for other regions.
