Abstract
Technology, including space technology, is advancing rapidly worldwide, with more and more countries involved in space activities such as satellite launches. These countries aim to continue exploring space by sending objects into orbit. One of the consequences of this progress is the issue of space debris, which can fall into the territory of certain countries, as occurred with the fall of the CZ-5B rocket debris from the People's Republic of China (PRC) in Indonesia on July 24, 2022. This incident highlighted the importance of the launching country's responsibility in managing space debris that falls into another country's territory. Although Indonesia does not yet have specific regulations on space debris management, the country has ratified international agreements such as the Outer Space Treaty (1967) and the Liability Convention (1972), which govern the responsibility of launching states for damages caused by space debris. In this case, Indonesia is entitled to file a claim for damages caused by space debris, through a process that includes damage identification, investigation, diplomatic communication, and official statements. While international law provides a clear framework regarding the responsibility of launching states, Indonesia faces significant challenges in developing national regulations to manage space debris and strengthening its role in resolving international disputes related to this issue.
