Abstract
The hosting of the Qatar 2022 World Cup brought global attention to human rights violations experienced by migrant workers, particularly in infrastructure projects related to the event. This study aims to analyze the role of Amnesty International in addressing cases of migrant worker exploitation in Qatar during the 2016–2022 period. Amnesty International, as a non-governmental organization advocating for human rights, played a strategic role through evidence collection, report publication, and global campaigns. Using a qualitative approach with secondary data analysis, this study evaluates the effectiveness of Amnesty International's actions, including reports such as "The Ugly Side of the Beautiful Game" (2016), "Unpaid and Abandoned" (2018), and "All Work, No Pay" (2019). These reports revealed various violations, ranging from inhumane working conditions to unfair wage practices. Amnesty International also successfully raised global public awareness through campaigns such as #Qatar2022: Time for Change, exerting significant pressure on the Qatari government and FIFA to implement legal and policy reforms. The findings show that Amnesty International not only played a crucial role in documenting violations but also in driving structural change through advocacy with international organizations, including the International Labour Organization (ILO). Although progress has been made, such as labour legislation reforms in Qatar, the study identifies significant challenges in the implementation of these reforms. This study concludes that Amnesty International's role is critical in promoting accountability and policy changes, although the sustainability of reforms requires broader collaboration with other stakeholders. This research provides valuable insights into the dynamics of global advocacy for migrant worker rights and its relevance in the organization of mega-sporting events.
