Abstract
There has been a significant increase in the number of terrorist crimes committed by women in Indonesia during the 2016–2022 period compared to the 2014–2015 period. With the interdependence of non-traditional security, the National Counterterrorism Agency (BNPT), as the main coordinator for counterterrorism efforts in Indonesia, utilizes expertise in gender mainstreaming in policymaking, similar to the United Nations (UN) Women. Using the non-traditional security theory, BNPT and UN Women can determine and carry out the most appropriate cooperation by considering the unique roles that women have in society. In this study, the author aims to describe the collaboration between BNPT and UN Women in efforts to prevent the spread of violent extremism in Indonesia from 2018 to 2024. This research is a qualitative study using a descriptive research method with primary data obtained through interviews with representatives of BNPT and UN Women. The data obtained from the interviews are then supported by official reports from BNPT and UN Women through literature studies. The final results of the study indicate that there are three main collaborations carried out by BNPT and UN Women, namely the formulation of the National Action Plan for Preventing Violent Extremism (RAN PE), the publication of Gender Analysis on Violent Extremism and the Impact of COVID-19 on Peace and Security in ASEAN, and the evaluation of the first phase of RAN PE. There are challenges, such as the capacity of the government and society in comprehensively understanding and implementing gender perspectives, which still remain.
