Abstract
With increasing geopolitical tensions over the superpower countries, competition between hegemons has also spread to the maritime domain, with territorial claims and abundant natural resource potential resulting in the maritime domain becoming a domain of competition for geopolitical influence for superpower countries. So, what is the role of middle powers in overcoming geopolitical tension competition in the maritime domain? In this case, middle powers rely more on defense cooperation to maximize their power and deterrence to ward off threats in their maritime territory. Indonesia as a middle power maximizes its power by modernizing defense equipment through defense technology transfer cooperation. England was chosen to be the provider of the technology with a licensing agreement scheme between the strategic industries of the two countries through the consignment of the Arrowhead 140 Frigate license for the Indonesian Merah Putih Frigate Program. This thesis aims to discuss the dynamics of the defense cooperation process between Indonesia and England, what are the factors of interest that pioneered the defense cooperation, and how the technology transfer has implications for improving Indonesia's maritime defense technology.
