Abstract

This study analyzes the implementation of cooperation between Indonesia and South Korea in the Sekolah Perempuan Apai Impian dan Cita-Cita (Sekoper Cinta) program in the 2020–2022 period as part of the Official Development Assistance (ODA) assistance. This program aims to improve women's empowerment in West Java through vocational education and economic skills training. This study uses a descriptive qualitative method with data collection techniques through literature studies and interviews with stakeholders involved in program implementation. The researcher used four stages of analysis, namely data collection, data reduction, data presentation, and data verification with data triangulation. The results of the study show that the Sekoper Cinta program has succeeded in providing access to non-formal education for women and increasing their economic capacity through skills and entrepreneurship training. In addition, this collaboration strengthens bilateral relations between Indonesia and South Korea in the women's empowerment sector. However, there are still several challenges faced, such as limited digital access, cultural barriers that limit women's participation, and the lack of a post-training support ecosystem. This study concludes that the Sekoper Cinta program has a positive impact on increasing women's independence and promoting gender equality, but still requires more sustainable policy support so that its benefits can be expanded. These findings provide implications for the design of future women's empowerment programs and enrich studies on international cooperation in the field of social development.
