Abstract
This research explores the factors influencing Poland's differing refugee policies towards Middle Eastern and Ukrainian refugees. While migration is a fundamental human right under the UN Charter and the Universal Declaration of Human Rights international norms, Poland has selectively adhered to these norms. Notably, Poland accepted Ukrainian refugees during the 2022 Russian invasion, yet rejected refugees from the Middle East during the 2015 Migrant Crisis. This study employs Alexander Wendt’s Identity Constructivism to analyze Poland's internal identity as a state actor and the motivations behind its refugee policies. Applying qualitative research methods with comparative and exploratory approaches, the study identifies key factors of Polish identity and compares their influence on Poland’s policies towards the two refugee groups. The results of this research shows that Corporate Identity and Type Identity play an important role in shaping Poland’s policies. Corporate Identity reflects Poland’s historical experience of foreign oppression and resistance, driving its efforts to preserve sovereignty. Type Identity underscores the significant role of Catholicism in forming the national identity. Historical solidarity with Ukraine, particularly in resisting foreign powers and viewing Russia as a common threat, led to Poland's support for Ukrainian refugees. In contrast, cultural and religious differences with Middle Eastern refugees, coupled with limited historical interaction, fostered concerns over societal disruption, contributing to the rejection of these refugees. This research concludes that state identity plays a significant factor in shaping Poland's refugee policies, demonstrating its role as a determinant in influencing Poland’s behavior towards refugees from the Middle East and Ukraine.
