Abstract
The purpose of juvenile punishment is not solely to punish them, but to provide protection and ensure the welfare of the them. Every child who comes into contact with the law is entitled to legal protection from the state, as is the case for the children under care. Therefore, the rights of the child that are inherent to the children under care must still be fulfilled. This research aims to understand how the implementation of the fulfillment of the rights of foster children in LPKA Kelas II Jakarta Jakarta is carried out and to analyze why the implementation of the fulfillment of the rights of foster children in LPKA Kelas II Jakarta is important. The research method used in this study is qualitative research with an empirical legal approach. The type of research in this study is empirical legal research related to the implementation of the fulfillment of the rights of foster children in LPKA Kelas II Jakarta. The research results indicate that the fulfillment of the rights of the children in the LPKA Class II Jakarta can be seen through the elements or factors of law enforcement, namely laws, law enforcers, facilities, society, and legal culture, which have generally been met. The implementation of fulfilling the rights of the children in custody is important for several reasons outlined in the law, the expectations of the officers, and the hopes of the children in custody themselves. There are obstacles for the Officers related to the quality of Human Resources, so the Author hopes that the Directorate General of Corrections will hold more education and training for the LPKA Kelas II Jakarta Officers related to handling children.
