Abstract
North Sulawesi Province, known as the best producer of nutmeg commodities and rich in natural resource potential, is ranked sixth with the lowest employment out of 34 provinces in Indonesia. This indicates a complex challenge in the labor sector in North Sulawesi Province. The purpose of this research is to see the regions that have optimal labor absorption conditions based on a combination of conditions of the Human Development Index (HDI), PMDN Investment, Wages, and GRDP. This research uses a sustainable analysis technique, namely Fuzzy-Set Qualitative Comparative Analysis (fsQCA) which is obtained through fsQCA software. The objects used were 15 regencies/cities in North Sulawesi Province in 2023. The results showed that regions with optimal labor absorption conditions based on a combination of HDI, PMDN Investment, Wages, and GRDP conditions were located in Bolaang Mongondow Regency, Southeast Minahasa Regency, Manado City, Bitung City, North Minahasa Regency, Minahasa Regency, and South Minahasa Regency. The relationship between HDI, PMDN investment, wages, and GRDP supported by various government programs is expected to provide positive benefits to employment in each region in North Sulawesi Province.
