Abstract
The research was conducted to analyze legal implementation regulations as well as challenges and aspired expectations in order to improve the legal protection of vulnerable groups, especially homeless women with mental disabilities who are victims of rape. Against the background of Article 28 D paragraph (1) which guarantees everyone legal certainty and protection, homeless women with mental disabilities are also entitled to adequate legal protection. However, in practice, these vulnerable groups are often victimized in the community, such as rape. In fact, various laws that serve to provide legal protection to victims still do not have the proper effect. This problem calls for special attention, both from a legal and social perspective, to ensure comprehensive protection and recovery. Through a normative method that describes data obtained from literature studies. This research has a novelty with homeless women as the subject of research. This research found significant developments in the implementation of legal protection for homeless women with disabilities who are victims of rape. However, the implementation in the field still has some challenges. For this reason, comprehensive efforts are needed such as strengthening regulations, increasing public awareness, improving access to services, strengthening institutional capacity, and increasing budgets.
