Abstract
In the dry season, Indonesia often experiences forest and land fires. This disaster causes haze pollution that blows to neighboring countries. To solve this problem, Indonesia has ratified the ASEAN Agreement on Transboundary Haze Pollution (AATHP) in 2014. One of the points for implementing AATHP is the establishment of the ASEAN Coordinating Center for Transboundary Haze Pollution Control (ACC THPC). The institution was targeted to be completed in 2018, Indonesia, as the host country of ACC THPC, could only inaugurate it in 2023. This study aims to uncover the obstacles faced by Indonesia that caused the process of forming ACC THPC not to meet the specified time target. To find out the cause in more depth, this study uses an explanatory-qualitative approach with data support from interviews and literature studies. This study finds that there are two obstacles in the process of establishing ACC THPC. First, concerns between Indonesia and Singapore regarding overlapping tasks between ACC THPC and the ASEAN Specialized Meteorological Center (ASMC) in Singapore. Second, Indonesia's geographical conditions, which have the largest peatlands and forests in ASEAN, make handling forest fires and haze more complex than in other member countries.
