Abstract

The Human Development Index (HDI), which integrates life expectancy, societal well-being, and education, serves as a measure of a nation's progress and reflects the effectiveness of economic policies on quality of life. Maluku Province, with an HDI score of 72.75, ranks 24th out of 34 provinces in Indonesia, indicating that human development in this region is relatively low compared to other areas. This study examines the influence of GDP per capita, the number of poor people, and Special Allocation Funds (SAF) on the HDI in Maluku Province, using data from 11 districts/cities over the 2017–2023 period analyzed through the Generalized Method of Moments (GMM) approach. The findings reveal that the GDP per capita variable has a significant positive effect on the HDI in Maluku Province. The Special Allocation Fund variable also has a significant positive effect on the HDI. Meanwhile, the variable representing the number of poor people shows a positive but insignificant effect on the HDI. Simultaneous testing results indicate that all independent variables—GDP per capita, Special Allocation Funds, and the number of poor people—impact the HDI in Maluku Province. This study suggests that the government should focus on increasing GDP per capita, accelerating poverty alleviation programs, and allocating Special Allocation Funds in a targeted and efficient manner to finance infrastructure and priority programs that directly improve the quality of life of the population.
