Abstract
The Government of Indonesia, through Presidential Regulation Number 72 of 2021, has laid the groundwork for expediting the reduction of stunting at the national level, complemented by RAN PASTI as a regional guideline. However, the diverse regional conditions across Indonesia have led to varying stunting prevalence, emphasizing the pivotal role of local government commitment in accelerating stunting reduction. Despite these efforts, certain regions continue to face challenges in implementing effective stunting policies. In contrast, Bulungan Regency has effectively reduced stunting prevalence by 7.68% since 2022, serving as a noteworthy example of successful policy implementation at the local level. This study aims to assess the alignment between national and regional policies in optimizing resources to combat stunting, particularly at the regional level. This study employs qualitative research with a case study approach. The analysis is based on Walt and Gilson’s Policy Triangle Theory, which involves an examination of policy documents by aligning national policies with those in place within Bulungan Regency. Local policy documents were obtained through the Bulungan Bappeda Litbang. Then, the results were triangulated through semi-structured, in-depth interviews with the Head of Public Health of Bulungan Regency Health Office. The findings showed that Bulungan regency’s policy implementation integrates cross-sector collaboration and various stakeholders following the pentahelix model, demonstrating effective coordination with the central government. The strategies adopted are sustainable and integrated into existing national health programs. Regional policies align with the five pillars of the national strategy outlined in Presidential Regulation Number 72 of 2021. Furthermore, a decree for a dedicated stunting reduction acceleration team has been established, shaping its operational framework in line with RAN PASTI. Despite facing challenges such as the Covid-19 pandemic, limited healthcare workforce, infrastructure constraints, health service facility availability, and prevalent misconceptions about stunting, Bulungan regency’s policy implementation remains aligned with national policy.
