Abstract

In 2023, the Riau Islands Province ranked third in Indonesia for the highest open unemployment rate (OUR). This high OUR indicates that the province faces challenges in optimally absorbing its labor force. This study aims to identify and analyze the effects of investment, minimum wage, and the Human Development Index (HDI) on labor absorption in the Riau Islands Province. The sample in this study consists of 7 regencies/cities in the Riau Islands from 2017 to 2023. Secondary data used in this study was obtained from the official websites BPS and the Investment and One-Stop Integrated Services Office (DPMPTSP) of the Riau Islands. The data was analyzed using panel data regression with the best model being the Random Effect Model (REM) processed using Stata 17 software. The findings show that, partially, investment has no significant effect on labor absorption, while the minimum wage and HDI have a significant positive effect. Simultaneously, the independent variables investment, minimum wage, and HDI affect labor absorption. The results of this study are expected to provide a basis for local governments in formulating strategic policies to address employment challenges.
