Abstract
The province of East Nusa Tenggara (NTT) ranks among the regions with the lowest Human Development Index (HDI) in Indonesia. In 2014, NTT's HDI was the fourth lowest nationally and has consistently ranked as the third lowest from 2015 to 2023. The low HDI reflects significant gaps in human development quality in NTT compared to other provinces. This study analyzes the effects of minimum wage, the number of schools, and the number of healthcare facilities on HDI in NTT. The research applies dynamic panel regression using the System Generalized Method of Moments (Sys-GMM) with a 1% (0.01) significance level, processed using Stata 17 software. Secondary data were obtained from the Central Bureau of Statistics for 22 districts/cities in NTT from 2014 to 2023. The results reveal that (1) minimum wage significantly affects HDI, (2) the number of schools significantly affects HDI, and (3) the number of healthcare facilities significantly affects HDI. These findings highlight the need to improve wage standards, ensure equitable distribution of educational facilities, and enhance access to healthcare services as key priorities for advancing human development in NTT.
