Abstract

IUU Fishing can pose a significant threat to marine ecosystems worldwide, with Indonesia’s Natuna Island being the focal point due to its rich biodiversity and strategic location. This research examines the implementation of Indonesia - China cooperation in preventing and combating illegal fishing in the North Natuna Sea in 2020-2021, through analyses of satellite data, and literature studies of patterns of illegal fishing practices, such as unauthorised entry into marine protected areas and the use of prohibited fishing gear. The study also explores the social and economic factors behind IUU Fishing events, including poverty and lack of maritime law enforcement. The results of this study explain that Indonesia's cooperation with China has not significantly impacted dealing with IUU Fishing in Natuna waters, Indonesia. The different perspectives of the two countries in seeing the Natuna region is also one factor that makes it difficult for this cooperation to work, especially regarding China's claims to the Natuna region of Indonesia.
