Abstract
The rapid development of technology, particularly in the fields of information and communication, has brought not only positive impacts but also negative ones. This is because technology has become an inseparable part of daily life. However, this progress has also led to the negative utilization of technology, especially in the form of cyberbullying conducted by netizens on social media. Cyberbullying can occur anywhere; for instance, various insults, slurs, and statements attacking a person's dignity are frequently found on social media platforms, online games, and even messaging applications on mobile phones. This study employs an empirical descriptive research method processed qualitatively through a legislative literature study. The approaches used are legislative and case approaches. The data types used include primary data obtained from interviews and field observations, as well as secondary data from primary legal materials. The conclusion drawn from this study indicates that the factors influencing cyberbullying behavior include the absence of binding rules when using social media and the rapid advancement of technology and modernization. Legal protection is appropriately provided to victims in accordance with applicable laws and regulations. Based on these findings, it is hoped that the public remains vigilant and protects themselves from the threat of cyberbullying behavior by netizens on social media. Additionally, all legal enforcement instruments are expected to uphold the law in accordance with existing regulations and legal provisions.
