Abstract

This research aims to analyze sister province cooperation between West Java Province and Shizuoka Prefecture in the tourism sector using paradiplomacy theory, sister city theory, and the theory or concept of sustainable tourism. The method used is descriptive qualitative with primary and secondary data sources through interviews with the West Java Province Government and Regional Autonomy Bureau, other sources in the form of related documents, previous research and articles. This research focuses on the tourism aspect, considering the large but not yet fully utilized tourism potential in West Java, in contrast to the more advanced tourism management in Shizuoka. This research aims to identify the impact or implementation of sister Province cooperation on the tourism sector in West Java. The research results show that the main obstacle in tourism cooperation is the lack of professional infrastructure and promotion support in West Java. In contrast, Shizuoka has succeeded in developing its tourist destination with the support of good infrastructure and effective promotional strategies. This research concludes that to achieve the goals of cooperation with Sister Province, intensive efforts are needed to improve the quality of infrastructure and tourism management in West Java, as well as maximizing the potential for cooperation with Shizuoka through the transfer of knowledge and experience. The resulting recommendations can become a reference for local governments and related parties to optimize the benefits of this international cooperation.
