Abstract
Based on the HDI level, Indonesia ranks sixth in ASEAN and 112th out of 195 countries in the world by 2023. Human development considers issues including domestic investment, economic growth, minimum wage, and household consumption as supporting inputs. To achieve the Sustainable Development Goals (SDGs), which aim to improve human well-being, it is imperative to measure the state of affairs with respect to human development. An increase in HDI is also accompanied by an increase in the level of corruption. The purpose of this study is to identify regions with optimal and non-optimal HDI conditions based on conditions of domestic investment, economic growth, minimum wage, and household consumption using the Qualitative Comparative Analysis (QCA) method and to test the correlation between HDI and the level of corruption in optimal category provinces. The results showed that there were five clusters with optimal HDI, namely East Kalimantan, Central Java, West Java, East Java, and DKI Jakarta and the results of the correlation between the HDI of the optimal provinces and the level of corruption showed negative results. It is expected that the relationship between the conditions used in the study will increase HDI and be supported by local government programs that have been implemented effectively and can positively affect HDI and can reduce the level of corruption in each province.
