Abstract
Environmental damage has become one of the global issues widely discussed due to its impact felt by various layers of society. Similarly, in Jakarta, the poor air quality has been a major topic of discussion among the public, with Jakarta even being recognized as one of the most polluted cities in the world. This certainly adds urgency for the Jakarta Provincial Government to take immediate action. In response to the above issue, the Jakarta Provincial Government, in collaboration with its partnership with Cities 40, has issued a new environmental policy called the Low Emission Zone (LEZ), which is implemented in the Kota Tua and Tebet Eco Park areas. This policy is chosen as the Jakarta Provincial Government's effort to reduce greenhouse gas emissions, as one of the factors contributing to the city's air pollution. The policy restricts the use of private vehicles that have not passed emission tests by closing certain lanes designated for vehicles with specific emission levels. This research aims to explain the process of implementing the Low Emission Zone (LEZ) and the connection of the Jakarta Provincial Government's paradiplomacy with C40, as well as its collaboration with non-governmental organizations, WRI Indonesia and ITDP Indonesia. The study utilizes a qualitative descriptive method, with interviews and literature review as data collection techniques. The findings reveal that the implementation of the Low Emission Zone (LEZ) is still in its initial stages and requires further exploration to achieve optimal results.
