Abstract

The 1998 reforms succeeded in amending the Constitution of the Republic of Indonesia, one of which was changing the composition of the MPR membership which originally consisted of members of the People's Representative Council and delegates from groups and regions to become the People's Consultative Assembly consisting of members of the Representative Council. The people and the Regional Representative Council are elected through general elections. This research uses normative juridical methods, namely research that bases its research on positive legal norms, statutory regulations which are supported by literature studies that are relevant to the problems discussed. The results of this research are that the existence of group delegates in the Indonesian representative system is still very urgent, but the current Indonesian representative system cannot accommodate them. For this reason, this research recommends that group delegates can return to the Indonesian representative system through amendments to the 1945 Constitution of the Republic of Indonesia, but as long as the amendments have not been implemented, a Bhinneka Tunggal Ika Study Commission can be formed as a temporary forum for group delegates.
