Abstract
This research aims to identify Indonesia's strategy in realizing the SDGs 14.1 sea ecosystem agenda as a member of the International Maritime Organizations, especially in 2022-2023 from the internal and external levels. This research uses the concept of maritime security with a descriptive qualitative research method with a case study method in finding descriptive patterns about Indonesia's strategy to realize the SDGs 14 agenda as an IMO Member country. The analysis of this research is based on the interpretation of interviews and literature studies. The timeframe of this research is seen when Indonesia was re-elected as a Member of the IMO Council for the period 2022-2023 and identified Indonesia's strategy in realizing the SDGs 14.1 agenda during that period. The data analysis technique uses triangulation techniques. The results of this study show that Indonesia has not been optimal in achieving the targets as stated in the SDGs global agenda and the RAN PSL 2018-2025. The indicator is because the amount of Indonesia's marine debris leakage is still not in accordance with and there are still oil spills in Indonesian waters which cause nutrient pollution in the sea is still high. In addition, there has been no bilateral diplomacy between Indonesia and IMO Member countries in handling marine debris. Indonesia's strategies such as establishing a National Coordination Team for Marine Debris, adopting various international conventions, conducting diplomacy between IMO Member countries have been carried out. Even so, the Indonesian government will continue various strategies and efforts in realizing the SDGs 14 agenda in the future at the national and international levels.
