Abstract
Stratégie internationale de la France pour l'égalité femmes-hommes (2018-2022) is an international strategy promoted by the French Government as part of the implementation of a feminist foreign policy that aims to promote the values of gender equality and women's empowerment, especially the protection of women against violence in the European Union. Unfortunately, the French Government has shown inconsistencies in the implementation of this feminist foreign policy, which has increased the number of violence against women in France and other EU countries. This research uses liberal feminism theory with feminist foreign policy and patriarchy concept to uncover the determining factor of the French Government's inconsistent implementation of Stratégie internationale de la France pour l'égalité femmes-hommes (2018-2022). The research method used in this research is explanatory qualitative using primary and secondary data sources through document studies. The result of this study is that France's inconsistency in implementing Stratégie internationale de la France pour l'égalité femmes-hommes (2018-2022) is caused by patriarchal values that influence policy regulations, funding systems, government structures, EU cooperative relations, and actors involved in the policy. As a result, gender-based violence is still very common in society and gender equality is impossible to achieve as long as policies and laws reformed by the government still contain elements of patriarchy.
