Abstract
This study examines the problems of law enforcement for narcotics conservation in the rehabilitation process. Cases related to narcotics which are increasing and difficult to control in society are a serious concern. Law enforcement has an important role in overcoming this problem. This type of research uses a statutory approach and a contextual approach. The legal approach is carried out by reviewing the laws and regulations related to the legal issues being handled, as well as analyzing the decision of the District Court case Number: 809/Pid.Sus/2020/PN.Mdn. This research is expected to provide theoretical benefits in deciding narcotics crimes by considering addicts as victims in the rehabilitation process, and practical benefits can increase researchers' knowledge and experience in dealing with the dangers of narcotics abuse. It is also hoped that this study can provide advice and input to prosecutors and judges in deciding narcotics cases, as well as maximizing the role of rehabilitation as an effort to cure narcotics users. In implementing ideal regulations, law enforcement should place more emphasis on narcotics dealers as the main cause of the emergence of narcotics abusers resulting in the birth of narcotics addicts. In Law Number 35 of 2009 concerning Narcotics, the legal regulations governing the rehabilitation of narcotics addicts are regulated.
