Abstract
The increase in human needs has driven transformation or change in life. The inevitable changes can be seen in the field of technological development. This development occurred very quickly and dynamically. Currently, one of the main trends is the development of the 5G network technology. This technology promises faster network speeds, greater network capacity, and lower network delay response than its predecessor. By looking at these advantages, the Indonesian government is committed to implementing this technology on a massive scale in Indonesia. As it so happens, the Indonesian government, in this case, the National Cyber and Crypto Agency (BSSN), has also realized that the various advantages of 5G technology will not only create opportunities for national development but also present new cyber threats to national cyber security. In this research, the author analyzes this case using the concepts of Dual-Use Security Dilemma and Cyber Security. This research method is a qualitative descriptive method aimed at analyzing Indonesia's Cyber Security Strategy to overcome cyber threats that follow the presence of 5G technology. From the results, it was found that the new threat from the presence of 5G technology has prompted the need to develop a new National Cyber Security Strategy that can cover this cyber security problem as well.
