Abstract
The US trade deficit, which reached up to $60.75 billion, caused fluctuations in the value of the dollar and affected the global economy. The concept of dedollarization emerged as an attempt to reduce dependence on the dollar. Indonesia started dedollarization through the Local Currency Settlement policy. This research aims to discuss the process and implementation of financial cooperation between Indonesia and Japan through the Local Currency Settlement framework using the theory of financial cooperation and the concept of Local Currency Settlement. This research uses descriptive qualitative methods with primary and secondary data sources. The data collection techniques used in this research are semi-structured interviews and literature studies. From 2020 to 2023, LCS between Indonesia and Japan showed a positive trend in transaction volume and number of customers. At the beginning of its implementation in 2020, the transaction volume reached $30 million, a significant number considering that the LCS was only implemented in October 2020. The figure continued to increase in subsequent years, demonstrating success in diversifying currencies for transaction settlement. The challenges faced by Bank Indonesia are the low awareness of businesses on the utilization of Local Currency Settlement, illiquid local currency market, limited financial market infrastructure, and non-internationalization policy of local currency. Several strategies have been proposed such as incentivizing Bank Appointed Cross Currency Dealers, adopting a holistic approach to payment systems, providing liquidity, and applying technology from other cross-border initiatives.
