Abstract

This study aims to evaluate the effectiveness of the former plantation land redistribution program in the context of agrarian reform in Karangnongko Village, Blitar Regency. One of the problems in the land sector in Indonesia is inequality in land ownership, where most of the land is still controlled by capital owners. Many farmers do not have land that they can manage to improve their welfare. To overcome this problem, the government implemented a land redistribution program for former plantation land whose permits had expired or had not been renewed. HGU License PT. Sri Dewi's veterans in Karangnongko Village, Blitar Regency have run out and become the object of agrarian reform to reduce the land ownership gap between farmers/people and capital owners. This study uses normative juridical research methods with secondary data as the main data. Research data consists of primary legal materials such as agrarian laws and regulations, as well as secondary legal materials in the form of literature such as books and journals that discuss agrarian reform. The results showed that priority for the implementation of agrarian reform was given to former plantation land that had expired its HGU and did not apply for a permit extension in the past year. Although the implementation of land redistribution in Karangnongko Village, Blitar Regency has not achieved 100% success, this former plantation land is still used as agricultural land. Obstacles faced in land redistribution include limited human resources and limited time to complete the land redistribution process.
