Abstract
A criminal act will definitely occur in society because a person or group cannot obey the applicable rules, such as brawls by motorbike gangs. Brawl is a criminal offense and is regulated in Article 170 of the Criminal Code. The aim of this research is to determine the factors that cause motorbike gang brawls, law enforcement efforts in dealing with them and the inhibiting factors experienced by the Bekasi City Metro Police in dealing with motorbike gang brawls. The method used in this research is qualitative using an empirical approach. This type of empirical juridical research involves legal research regarding the application or implementation of normative legal provisions directly to each specific legal event that occurs in society. The results of research into the factors that cause motorbike gang brawls are family factors, environmental factors, educational factors, social factors, then alcohol and narcotics factors. The efforts made by the Bekasi City Metro Police to deal with motorbike gang brawls were carried out with Preemptive, Preventive and Repressive efforts. The obstacle factors faced by the police are the lack of parental role, lack of community participation, and social media factors.
