Abstract

The state is a form of government tasked with enforcing legal norms while serving the various interests of society. This is because the country is able to achieve these goals, aided in part by the legislative framework it supports. Giving everyone in a society equal access to the legal system is one way to implement this idea. Incidents of sexual harassment are still a common problem in Indonesia. The occurrence of cases of sexual violence, the majority of which involve male assailants, contributes to the societal taboo surrounding assault on male victims. This research uses qualitative techniques and normative research strategies. Data was collected using library research techniques with case study methodology and statutory analysis. Based on research findings, male victims of sexual violence often experience discrimination. Many things cause this, including society's tendency to ignore cases of sexual violence against men and law enforcement officials' lack of understanding of victims' perspectives. Currently, the regulations and legislation that apply to men and women equally provide legal protection and rights for victims of sexual harassment. However, it is important to create harmony between the three important elements of the legal system, namely structure, substance and legal culture, in order to successfully help achieve justice for victims.
