Abstract

Sumatra Island is the third largest island in Indonesia that has the highest development gap compared to other islands, causing problems in several human development conditions. Human development can be seen from three indicators, namely education, health, and purchasing power related to the goals of the Sustainable Development Goals (SDGs), namely in goals 3, 4, and 8. The purpose of this study is to see regions that have optimal and non-optimal human development values based on education conditions through the BOS fund variable, health through the BOK fund variable, and purchasing power through the per capita consumption variable. This research uses a continuous analysis technique, namely Qualitative Comparative Analysis (QCA) using Tosmana software. The object of this research is 10 provinces on the island of Sumatra in 2022. The results show that the regions with optimal human development based on a combination of education, health, and purchasing power conditions are North Sumatra, Bengkulu, Riau Islands, Riau, and Jambi provinces. The relationship between the conditions of education, health, and purchasing power supported by programs implemented by the government is expected to have a positive impact on improving human development in each province on the island of Sumatra.
