Abstract

The islands of Sulawesi, Maluku and Papua are recorded as being at the bottom of the 7 islands in Indonesia based on the average HDI value in 2022. Human development is not only focused on indicator numbers, but also on aspects such as health, education and purchasing power. Measuring the condition of these aspects in relation to human development is an important step in achieving the Sustainable Development Goals (SDGs) which target improving conditions of human welfare. The aim to be achieved through this research is to identify areas that have optimal HDI conditions and analyze the conditions of health, education and purchasing power aspects using the Qualitative Comparative Analysis (QCA) method. The samples in this research were 10 provinces on the islands of Sulawesi, Maluku and Papua, looking at the conditions of health, education and purchasing power. The research results show that there are 4 (four) clusters with optimal human development. Regions with optimal human development seen from the aspects of health, education and purchasing power are South Sulawesi, North Maluku, Southeast Sulawesi and Maluku. It is hoped that the relationship between health, education and purchasing power aspects of human development can provide an increase in human development and see what programs have been successfully implemented by local governments that can have a positive impact on human development from the health, education and purchasing power aspects.
