Abstract
Human resources are one of the important factors in development. The quality of human resources is measured through the Human Development Index (HDI). The Human Development Index is an index used to determine the success of development in a region by using indicators of education, health, and people's purchasing power as constituents of the Index. In 2022 Indonesia's HDI is 72.91, while the superior islands are Java Island with 6 provinces and Kalimantan Island with 5 provinces. This research aims to find out how the conditions of HDI indicators in creating outcomes in the form of HDI. This research uses a sustainable analysis technique, namely Qualitative Comparative Analysis (QCA) and is processed using Tosmana software. The research object is 11 provinces in Java and Kalimantan in 2022. The results showed that the regions that obtained optimal HDI conditions were DKI Jakarta, Banten, Central Java, West Java, East Java, and East Kalimantan. The optimal conditions of education, health, and purchasing power are expected to provide an increase in human resources in each province.
