Abstract
The purpose of this research is to examine the use of the modus operandi of betel nut money in the crime of trafficking in persons against children with East Nusa Tenggara as the reference area. East Nusa Tenggara is one of the provinces with the highest trafficking in persons and is the main area of origin of the victims because it is used by illegal brokers to recruit people who want to work abroad with the lure of ease of the work process and the use of betel nut money as the modus operandi. The method used in this research is the normative juridical method with a statutory approach and a conceptual approach. The novelty of the research is in examining the modus operandi of betel nut money used by perpetrators in the crime of trafficking in persons against children in East Nusa Tenggara using the betel nut tradition so that there is need to demarcate existing culture and applicable law. From this research, it can be seen that the widespread use of betel nut money as the modus operandi of trafficking in persons against children in East Nusa Tenggara cannot be separated from the not optimal role of law enforcement officials in fighting this extraordinary crime, both in terms of regulations that have not accommodated existing problems, lack of human resources in supervising migration documents and the low understanding of the community regarding the dangers of the modus operandi of betel nut money and the limitations of traditions that must be preserved.
