Abstract

Vocational education currently occupies a strategic position in efforts to support the creation of productive human resources. This is seen from its uniqueness in learning which provides a larger portion of practice than theory, so graduates must be competent and ready to work. In the future, the Indonesian nation will be faced with various crucial problems, one of which is population growth which will have a negative impact if the strategy is not prepared. One of the steps taken by the government is the revitalization of vocational education to further strengthen vocational education units in preparing their graduates. Polytechnic as one of the tertiary institutions which purely organizes vocational education is expected to be able to answer this challenge. However, along with the large burden that is borne, there is one obstacle that lies in the institutional arrangement of the content contained in the Regulation of the Minister of Education and Culture Number 139 of 2014 concerning Guidelines for Higher Education Statutes and Organizations. The content material lies in organizational arrangements that have locked the polytechnic to develop itself. Even though the hierarchy of norms above it opens space for polytechnics to be able to develop in line with the demands of preparing human resources.
