Abstract

Extreme climate change has gotten worse over time in all countries of the world. It is largely due to greenhouse gas emissions. To overcome and prevent an increase in greenhouse gas emissions, the international community has made various efforts to reduce greenhouse gas emissions over the year such as establishing the UNFCCC and the Paris Agreement, then at the 26th COP agreed to achieve a net zero emissions target by 2050. To achieve this target, it is necessary to have an active role by countries in the world. This paper will examine the legal provisions of several countries in the Southeast Asian region, namely Indonesia, the Philippines, and Thailand on the greenhouse gas emission mitigation agreement with a net zero emissions target by 2050. The research method used in this writing is juridical-normative with a statutory approach (Statute Approach). After studying, the results showed that although Indonesia, the Philippines, and Thailand are members of the UNFCCC, none of these three countries have expressed their commitment to achieving net zero emissions by 2050 in their national laws. Indonesia and Thailand expressed this commitment in the form of political statements, while the Philippines has not responded. In terms of law, Indonesia and the Philippines have formed separate legal provisions related to mitigating greenhouse gas emissions, while Thailand is still in the form of draft regulations. So it can be said that among the three countries, Indonesia has an advantage in its commitment to achieving net zero emissions by 2050.
