Abstract
Ensuring arrangements for the provision of medical and social rehabilitation are the objectives of the establishment of the Narcotics Law. However, the implementation of rehabilitation has not proceeded as expected, due to inconsistencies in the articles in the legal regulations. This inconsistency can be seen in the absence of a category of narcotics abusers for themselves in the content of Article 54 of the Narcotics Law; in the provisions of the article, only addicts and victims of narcotics abusers get rehabilitation. Based on the background description above, the purposes of the research that will be discussed in this study are as follow: 1) Knowing the arrangements regarding rehabilitation of narcotics abusers for themselves in the Narcotics Law. 2) Knowing the ideal regulation of rehabilitation of drug abusers for themselves in the future. This research uses normative method, obtaining research materials from books related to the topic and secondary data such as legislation, court decisions, legal theory, and according to the opinions of scholars. The results of the study conclude that there are an inconsistency in the article on providing rehabilitation to narcotics abusers for themselves, as a result of this inconsistency there are self-abusers who lose their rehabilitation rights and rehabilitation arrangements for narcotics abusers for themselves are ideal in the future with the renewal of the legal substance in the Narcotics Law through the review and control of the Narcotics Law so that it contains an article on self-abusers that must be given rehabilitation, reforming the legal structure and legal culture. The study also explains how to arrange rehabilitation so that narcotics abusers for themselves do not lose their rights.
