Abstract
This research describes the Sister City collaboration between the City of Jakarta and the City of Seoul, especially regarding the Seoul Vocational Training collaboration program that occurred in 2018-2020. The collaboration between Sister City Jakarta and Seoul has been established for 37 years, during which time there have also been many activities related to the areas of agreement that have been agreed in the Joint Communique text which contains cooperation in the fields of urban planning, public transportation, employment, culture and promotion. tourism, education and training. This research focuses on the Seoul Vocational Training program as a manifestation of cooperation in the field of employment and on the City of Jakarta as a city that absorbs more knowledge and direct assistance provided by the Seoul Metropolitan Government (SMG). This study uses the Sister City concept, supported by capacity building to see the form of cooperation between Jakarta and Seoul. Then this study uses a qualitative descriptive method to obtain data and an in-depth picture of the existing phenomena, as well as the involvement of various elements such as; government, community, and educational foundations as evidence of support for advancing the region.
