Abstract
Corruption is a type of transnational crime. It is clearly stated in Article 8 of UNTOC on Criminalization of Corruption. In addition, corruption is a crucial problem that has not been well resolved in Indonesia. The level of corruption in Indonesia has reached systemic level and has had a major impact in various fields. One of the problems that exist in accelerating the handling of corruption eradication in Indonesia is the perpetrators of criminal acts of corruption who often fled abroad to avoid legal proceedings. Efforts to catch the perpetrators of corruption who fled and carry out the legal process are still being made by Indonesia. One of the efforts made by Indonesia is extradition. Usually, extradition is carried out by formal procedures or based on extradition agreements between the two countries. One of the cases of the perpetrator of corruption who fled abroad and was successfully extradited through non-formal procedures is Maria Pauline Lumowa. Maria Pauline Lumowa was the perpetrator of the 2003 Bank BNI Kebayoran Baru branch burglary and resulted in a loss of 1.7 trillion rupiahs. Maria Pauline Lumowa was successfully arrested at Nikola Tesla Airport, Serbia in 2019. Although Indonesia and Serbia do not yet have an extradition treaty, extradition can still be carried out and succeeded. Therefore, this research will describe Indonesian diplomacy so that Indonesia can successfully extradite Maria Pauline Lumowa after 17 years of being a fugitive.
