Abstract

This study aims to find out how the government, namely the Ministry of Transportation, overcomes obstacles in delaying the development of the railway transportation sector in the Makassar - Parepare region. A development transformation in the context of which there is limited funding through the APBN so that it slows down welfare and the fulfillment of public needs which is actually something that must be put forward. This study uses development theory, the concept of foreign direct investment and the concept of public interest by using qualitative research methods which in the process of analysis are to provide an in-depth explanation in an explanatory form that explains the facts found during the research. The data itself is obtained through the interview process as primary data and literature study as secondary data. The researcher found that the project planning carried out by the government was still not in accordance with what was expected which meant that the process was not yet mature so that it had an impact on the speed and even accuracy of the development. In 2015, the Government carried out construction on the Trans-Sulawesi Line with the first phase of the Makassar – Parepare Railway by looking at passenger demand and demand for goods in this area. The delay in this route for 2 years has sparked the involvement of foreign investors through Public Private Partnership (PPP). The involvement of Foreign Direct Investment (FDI) which was manifested in the form of a joint venture through an auction process for 8 months resulted in a consortium of PT. Celebes Railway Indonesia (CRI), which is a member of 4 companies including PT. China Communication Construction Engineering Indonesia (CCCEI), PT. Housing Development Persero, PT. Iroda Mitra, and PT. Bumi Karsa which made this development increasingly experienced significant development due to the fulfillment of the required funding and technology. However, it cannot be separated from the same problem, namely related to land acquisition.
