Abstract
State Ibuism is an ideology of gender discipline related to the ideal role of women as companions to husbands, educators of children, and actors who are responsible for society and the state. Efforts to realize ibuism have been ongoing and have been manifested in the PKK movement. This study aims to describe the concept of 'State Ibuism' in the Reform Era practiced in PKK activities, to know the PKK movement in realizing 'State Ibuism', to describe and to analyze the impact of the PKK movement in realizing 'State Ibuism' in the Reformation Era on the experience & communication behavior of village PKK cadres Sumberjaya, Bekasi Regency. This research method is qualitative with a phenomenological approach obtained by interviewing several informants. The result of the research conducted is the ideology of “State Ibuism” still exists, however, it does not dampen the activeness of the PKK organization. However, the ideology of 'State Ibuism' is currently starting to fade, because this research reveals that it is difficult to find PKK cadres so that social control like the New Order era no longer reaches the local level. The impact of "volunteerism" which is the characteristic of "State Ibuism" on the knowledge, experience, and behavior of PKK cadres in Sumberjaya Village in implementing empowerment efforts. The knowledge obtained is related to Dasawisma, in which there are efforts to improve the family economy and child care patterns. Apart from these benefits, this research also reveals that there are obstacles to implementing the PKK, such as budgetary funds, Covid-19, replacement of cadres, and being underestimated by the community. The experiences of PKK Cadres in Sumberjaya Village in overcoming obstacles and obtaining benefits from the PKK movement resulted in different communication behaviors for PKK cadres in Sumberjaya Village, Bekasi Regency. PKK needs to increase programs that not only involve women but also men to achieve equality and the government also needs to provide an allocation of funds for activities.
